The Global Brain Capital Index is a multi-dimensional measurement framework that places brain health and brain skills at the center of economic performance and societal resilience in the 21st century. Building on traditional human capital approaches, it aims to capture the cognitive, emotional, and social capacities that underpin productivity, adaptability, and cohesion in an era of technological disruption, climate volatility, and demographic change.

The Index is designed as the strategic counterpart to the Brain Capital Dashboard—developed by the Euro-Mediterranean Economists Association (EMEA) with global partners. While the Dashboard offers a detailed, diagnostic view across three pillars (Brain Capital Drivers, Brain Health, and Brain Skills), the Index brings this evidence together into a single composite score to support:

  • Benchmarking and progress tracking: enabling cross-country assessments and monitoring national progress over time.
  • Policy and governance integration: strengthening the evidence base to support brain-capital–informed approaches across health, education, labour, innovation, and social policy, alongside conventional economic indicators.
  • Investment and ESG alignment: providing a practical metric to assess intangible value and long-term risk, helping direct capital toward high-return areas such as early childhood development, life long skilling and reskilling, and proactive mental health systems.

As a tool for long-term strategy and accountability, the Global Brain Capital Index supports the transition toward a brain-positive economy—one that protects and builds human capability as a foundation for sustainable and inclusive growth.
